Nicotine in Kazakhstan delivered a marked rebound in 2025, interrupting several years of volume decline as the e-vapour ban redirected demand across multiple legal nicotine categories. Cigarettes returned to growth as former e-vapour users moved back into the category, while smokeless tobacco, e-vapour products and heated tobacco delivered the strongest performance, supported by new device launches, a wider assortment of sticks and the commencement of local heated tobacco stick production. Pipe tobacco also benefited from consumer switching, with hookah attracting consumers seeking flavour variety and cultural familiarity. Regulation remained the defining force shaping the category. The removal of legal e-vapour products reshaped consumption patterns and accelerated cross-format consumption, with former e-vapour users distributing their consumption across cigarettes, heated tobacco and pipe tobacco rather than consolidating within a single format. At the same time, continued excise increases sustained affordability pressure and supported demand for illicit products despite intensified enforcement activity. Kazakhstan’s nicotine market remained highly concentrated, led by Philip Morris Kazakhstan and JTI Kazakhstan. Innovation played an increasingly important role in competition, particularly through new heated tobacco devices, stick formats and flavour-led product development. Channel development within smokeless tobacco, e-vapour products and heated tobacco was driven primarily by heated tobacco, where specialist stores remained the dominant channel while supermarkets and branded retail spaces gained importance. Looking ahead, overall nicotine volumes are expected to return to gradual decline as smoking prevalence falls and regulatory pressure intensifies. However, heated tobacco is expected to remain the primary growth driver within smokeless tobacco, e-vapour products and heated tobacco, while cross-format consumption continues to reshape consumer behaviour across the category.
