Nicotine volume sales in Spain continued to contract in 2025 as declining cigarette consumption outweighed strong growth in alternative nicotine products. Despite lower volumes, value sales increased as tax-aligned price increases supported revenue growth, while declining smoking prevalence, rising health concerns and affordability pressures continued to reshape nicotine consumption patterns. Smokeless tobacco, e-vapour products and heated tobacco remained the strongest performing area of the market, supported by rising demand for smoke-free alternatives. Heated tobacco continued to gain momentum, while closed-system single-use e-vapour products also recorded strong growth. At the same time, tightening regulation and increasing cross-format consumption became the key forces influencing the nicotine landscape, with consumers increasingly rotating between cigarettes, heated tobacco, vaping products and nicotine pouches depending on price, convenience, flavour availability and regulatory constraints. Regulation played an increasingly important role in shaping category development. Proposed tobacco control measures are set to tighten restrictions across smoking, vaping, heated tobacco and nicotine pouches, reducing the regulatory advantages previously enjoyed by some alternative nicotine formats. This is reshaping where nicotine products can be used, how they can be marketed and which formats remain commercially attractive. The market remained highly concentrated, led by JT International Iberia SL, Altadis SA and Philip Morris Spain SA, while Winston, Marlboro and Camel were the leading brands. JT International Iberia SL strengthened its position through Winston and Camel, benefiting from growing demand for value-oriented products and increasing consumer willingness to switch between nicotine formats. Distribution remained centred on tobacco specialists operating under the Comisionado para el Mercado de Tabacos, while online sales remained limited to a small segment of the e-vapour category. Looking ahead, tighter regulation, increasing cross-format consumption and portfolio diversification are expected to remain the key forces shaping Spain’s nicotine market.
