New regulations to transform the cards payment landscape
In November 2024, the Moroccan Competition Council addressed a year-long complaint from NAPS SA regarding CMI practices in the electronic payments sector. Following an investigation, the Council identified competition concerns and accepted commitments from the CMI and its shareholder banks to enhance market competitiveness by transferring all merchant contracts related to Electronic Payment Terminals (TPE) and online payments (PEL) to payment institutions or specialised bank subsidiaries, adhering to a 0.
Exit of French banks gives room for expansion
With only 28% of Moroccans holding two bank accounts as of 2023, Société Générale’s decision to divest from its Moroccan operations by selling its stake to the Saham Group will likely lead to greater concentration in debit cards within the hands of local operators. However, this shift also creates opportunities for regional banks aiming to leverage Morocco’s expanding financial inclusion.

Debit Card Transactions
Debit cards merge the functionality of both an ATM card and direct payment from a bank account (a check substitute in some markets). A debit card allows the cardholder to receive cash and monitor account activity at an ATM machine, as well as pay for goods and services via a point-of-sale terminal. A debit card payment transaction involves the automatic withdrawal of funds from the cardholder’s demand deposit bank account (checking or giro). Since the funds are removed from a bank account, no interest is charged on payments. Payments are tracked based on the country of residence / account issuance and include outbound spend while excluding inbound spend.
