PROSPECTS AND OPPORTUNITIES
Financial inclusion presents challenge and opportunity
Despite the growth in debit card usage, significant potential remains untapped due to insufficient financial inclusion. Rural populations and older demographics are often excluded from modern payment systems, primarily due to limited physical bank access and lower internet adoption compared to urban areas.
Digitalisation will accelerate throughout forecast period
The Ukrainian market is primed for the introduction of new debit card products through digital channels, facilitated by the government’s Diia app. This innovative platform enables Ukrainians to access public services, verify identities and sign documents using facial recognition technology, streamlining the issuance of virtual payment cards.
Payment tokenisation set to reinforce security and boost e-commerce payments
The adoption of tokenisation technology represents a significant opportunity for Ukraine’s debit card market. By replacing sensitive card information with unique digital tokens, tokenisation enhances transaction security and reduces the risk of fraud.

Debit Card Transactions
Debit cards merge the functionality of both an ATM card and direct payment from a bank account (a check substitute in some markets). A debit card allows the cardholder to receive cash and monitor account activity at an ATM machine, as well as pay for goods and services via a point-of-sale terminal. A debit card payment transaction involves the automatic withdrawal of funds from the cardholder’s demand deposit bank account (checking or giro). Since the funds are removed from a bank account, no interest is charged on payments. Payments are tracked based on the country of residence / account issuance and include outbound spend while excluding inbound spend.
