In Romania, the percentage of cash payments remains high with many employees receiving their wages in cash, which naturally reduces the use of financial cards. Nonetheless, cards have witnessed rapid growth in recent years with the share of card payments rising year on year.

In line with the rising penetration of smartphones with built-in Near-Field Communication (NFC) features, consumers are increasingly using their smartphones and mobile wallet apps (connected to their debit and credit cards) to make purchases. Whilst the digital wallet industry has historically been dominated by bank-owned platforms and products, newly introduced options such as Apple Pay and Google Pay are attracting significant consumer attention.
New legislation requires merchants to offer cashless payment options
Romanian companies are obliged to offer its customers the possibility to pay with credit and with debit cards under new regulations effective from June 2024.The law does not yet specify that a merchant must have a point of sale (POS) payment machine, as there is currently the possibility of using a phone as a POS terminal, enabling bank card payments.
Competitive landscape
Although Romania’s banking system is quite fragmented, the debit card landscape is more concentrated. Banca Transilvania accounts for over a quarter of all debit card transactions by value in the country, and the top four players, which also include BRD-Groupe Société Générale, Raiffeisen Bank and Banca Comerciala Intesa Sanpaolo Romania Sa, account for nearly three quarters of debit card transactions between them.

The banked population in Romania is expected to rise in line with government efforts to digitise the economy and crack down on the grey economy and salary cash payments. The share of card transactions will slowly overtake cash transactions during the forecast period.
