PROSPECTS AND OPPORTUNITIES
Competitive pressures likely to spur innovation in open loop pre-paid cards
While open loop pre-paid cards is projected to see circulation numbers and volume and current value transactions increase throughout the forecast period, growth potential looks set to be subdued by ongoing improvements in financial inclusion in Argentina. In particular, expansion will be constrained by the rising use of debit cards among previously unbanked and underbanked individuals, who have long been a core target audience in this category.
End of Previaje scheme will further limit growth potential of open loop category
The recent scrapping of the Previaje travel reimbursement programme will further undermine growth prospects for open loop pre-paid cards over the forecast period. Launched in 2021 to stimulate domestic tourism after the pandemic and subsequently renewed four times, this initiative refunded 50% of the cost of advance bookings via a pre-paid card that could be used for spending on travel-related products and services and cultural activities in destinations across the country.
Closed loop category will be greatly affected by deregulation of transport fares
Deregulation of multiple industries with the aim of promoting healthier competition is a key pillar of the programme of economic reforms adopted by the Milei administration since it took office in late 2023. To this end, in mid-2024 the government unveiled plans to end the monopoly of the Sube card on Argentina’s public transport network and enable users to make contactless payments for fares via debit, credit and open loop pre-paid cards or digital wallets.
