Plaza Stop Act limits scope for further growth in outlet numbers
While hypermarkets looks set to record healthy growth in current value sales throughout the forecast period, outlet numbers are only expected to rise marginally. This is mainly because Hungary’s Plaza Stop Act makes it extremely difficult to obtain approval for the building of new retail facilities with a surface area in excess of 300 sq m.
Special retail tax will continue to disproportionately affect hypermarkets
The special tax on retailers will also continue to discourage the opening of new hypermarkets outlets in Hungary over the forecast period. Initially introduced in 2020 as part of a broader suite of measures to mitigate the negative economic impact of the pandemic, this levy has since remained in place and been increased a number of times, with the government reframing it as a way to bolster state coffers and alleviate budgetary pressures stemming from the prolonged spike in inflation and the fallout of Russia’s invasion of Ukraine.
Acquisitions may be the only viable path for potential new entrants
A highly consolidated competitive environment and growing competition from discounters will limit the potential for new entries in hypermarkets over the forecast period. The special retail tax will also continue to discourage multinational operators from expanding into Hungary.
