Sales of beauty and personal care rose in current value terms in Belgium in 2024, while volumes stagnated. Following a 2023 in which value sales grew strongly and volumes declined due to inflation, beauty and personal care registered a flatter performance in the final year of the review period. The main reason behind this performance was the stabilisation of prices, which led to a less negative performance in volume sales than in the previous year, but also to lower value growth. Moreover, in the context of high prices and pressure on purchasing power, consumers remained conservative in their spending and saw several beauty and personal care product categories, including fragrances and colour cosmetics, as non-essential.
2024 key trends
In 2024, there was a significant divide when it came to mass and premium products. On the one hand, rising awareness of the potential health and wellness benefits of sophisticated and scientifically tested products drove demand for premium dermocosmetics in key categories such as skin care, sun care and oral care. In these categories, mass brands suffered from the upmarket shift in demand. The positive performance of premium dermocosmetics brands was also spurred by their expanding retail availability and promotional activity.

L'Oréal Belgilux SA was the leading company within beauty and personal care overall in 2024. The company’s portfolio includes the Helena Rubinstein, Lancôme, Vichy, La Roche-Posay, Kiehl’s, Jacques Dessange, Biotherm, L’Oréal Paris, Garnier, Gemey/Maybelline, Mennen, Elsève, L’Oréal Men Expert, and CeraVe brands. It is present in the skin care, hair care, colour cosmetics, sun care, deodorants and fragrances categories.

Supermarkets was the leading distribution channel within beauty and personal care overall in 2024. The main factor behind beauty and personal care’s positive value growth over the 2025-2029 period will be the improvement to economic conditions, with prices going down and pressure on consumer purchasing power gradually decreasing. The beauty and personal care categories to benefit the most from this trend are likely to be colour cosmetics and fragrances, which are both widely perceived to be non-essential.
